On May 22, 1991, ground was broken for the construction of WCAL's 799-foot Rosemount Tower.
Dignitaries present included St. Olaf President Melvin George, St. Olaf Senior Regent Leonard Hoeft (chair of the tower fundraising campaign), WCAL Board Chair Paul Johnson and WCAL General Manager Paul Peterson.
The funds were raised solely through donor and foundation gifts. The original campaign of $1.25 million was exceeded and a total of $1.5 million raised from WCAL supporters.
The new antenna was constructed in September and the transmitter building was completed in November. At the time, the signal from the tower had a range of 40 miles in diameter — reaching a population of 2.6 million people. This doubled WCAL's listening audience within a few years. In addition, a 80-foot microwave tower was added next to the Skifter Radio building to send signals to the Rosemount Tower.
Transmissions from theĀ new tower commenced on Sunday, December 1, 1991 with the live broadcast of the 1991 St. Olaf Christmas Festival, "Welcome All Wonders".
